How was it measured?

Every row was produced by the same nine-check engine behind the free public audit. Each site is fetched once as a mobile browser, and each of the nine checks records pass, partial or fail against a fixed threshold. Nothing is self-reported, nothing is estimated, and no site was contacted.

What can it tell you, and what can it not?

It measures what a crawler and a phone can see from outside, once. It does not measure whether a business is any good, whether the site converts, or what happened on a second visit from a different network. A fail is a specific measured condition against a stated threshold, not a judgement about the company behind it.
